Sheila Green is an Investigator with more than 25 years of federal law enforcement experience leading sophisticated, complex criminal and civil healthcare fraud investigations. Sheila, a former Special Agent with the U.S. Department of Health and Human Services, Office of Inspector General, Office of Investigations in Indianapolis, Indiana, regularly worked with other HHS/OIG Special Agents, Office of Counsel to the Inspector General Attorneys, Assistant United States Attorneys, and many other federal, state and local law enforcement components.

During her tenure with HHS/OIG, Sheila investigated some of the largest healthcare fraud and illegal drug distribution cases in the Southern District of Indiana and Western District of Kentucky. As a member of the Healthcare Fraud Taskforce in the SDIN and NDIN, she coordinated multi-agency, multi-district criminal investigations with the Federal Bureau of Investigation, the Drug Enforcement Administration, the Indiana Attorney General’s Office, the Internal Revenue Service and other federal, state and local partner agencies.

Sheila developed significant experience and expertise in investigating complex health care fraud, illegal drug distribution and financial scheme cases through detailed analysis of health, bank, prescription drug monitoring, legal and corporate documents. She has investigated and participated in countless relator interviews and intervention decisions involving the False Claims Act (FCA) and qui tam complaints. Investigations she led resulted in the prosecution of pain management, dental, podiatry and durable medical equipment fraud cases involving doctors, dentists, healthcare practitioners and healthcare entities. She has extensive undercover operations and testifying experience.

Throughout her career, Sheila frequently served as an instructor and facilitator at the Federal Law Enforcement Training Center and earned numerous awards and accolades including OIG Exceptional Achievement Awards and Law Enforcement Recognition Awards from the Department of Justice.

Sheila graduated from Indiana University Bloomington with a BS in Criminal Justice with distinction.
