Kirk Spielmaker

Kirk Spielmaker is a seasoned Investigator with more than 24 years of experience, including 17 with the FBI, focusing on public corruption, complex financial crimes, and healthcare fraud. He most recently led FBI Jacksonville’s financial fraud and health care fraud programs as the Supervisory Special Agent over federal violations in the 40 northernmost counties in Florida. Kirk has extensive knowledge of the federal criminal investigative process and the coordination between government agencies. He assists the Firm’s clients in responding to criminal and civil government investigations, utilizing his experience with white-collar criminal enforcement agreements to support the creation of corporate compliance and regulation programs.

Kirk began his career as an FBI Special Agent in Cleveland, Ohio, where he was assigned to work public corruption. He became a leading investigative agent in the Cuyahoga County Corruption investigation, which resulted in the conviction of over 70 public officials, corporate agents, and intermediaries. Kirk was awarded the US Attorney General’s Award for Distinguished Service for his efforts. He was also the lead agent on a Racketeer Influenced and Corrupt Organization (RICO) healthcare fraud investigation involving multiple high-level officials at a large healthcare system. He is an experienced collaborator and has successfully worked on joint investigations with the IRS, VA, HHS, SEC, HUD, and DHS.

Kirk was promoted to FBIHQ in Washington, DC, where he was a Supervisory Special Agent in the Public Corruption Unit. His responsibilities included FBI field office policy compliance and investigation coordination with multiple field offices across the United States. Kirk became the Acting Unit Chief of the Public Corruption Unit and was responsible for briefing the FBI Director on the most sensitive FBI cases. He also represented the FBI in White House National Security Council (NSC) policy coordination committee meetings to aid in developing and implementing national security policies.

Kirk was later promoted to FBI Jacksonville as the Supervisory Special Agent, leading all federal financial fraud and health care fraud investigations. His team of agents, analysts, and forensic accountants received the highest program rating from FBIHQ.

Kirk is also a recognized instructor and speaker. He was an instructor at the International Law Enforcement Academy (ILEA), a US Department of State-sponsored program focused on leadership and policy frameworks necessary to facilitate effective law enforcement against transnational criminal threats. He provided criminal investigation technique instruction to investigators and prosecutors on international organized crime, complex financial crimes, and public corruption. He facilitated instruction in Lebanon, Hungary, and Botswana.

Kirk served as an FBI Special Agent Applicant Assessor, organizing and administering panel interviews for FBI applicants. He assessed oral interview responses and corresponding written exercises to determine whether applicants were qualified to serve as Special Agents for the FBI.
