Justin Shammot is a former FBI Special Agent and Senior Leader with more than 20 years of experience in health care fraud, complex financial crimes, and anti-money laundering matters. He brings deep insight into how federal enforcement agencies investigate, develop, and litigate cases, with particular experience involving Health Care Fraud, the False Claims Act, Anti-Kickback Statute, Stark Law, wire and bank fraud, and federal money laundering statutes.
Justin spent two decades with the Federal Bureau of Investigation in both field and headquarters assignments, including Detroit, Michigan; Cleveland, Ohio; Washington, D.C.; and Clarksburg, West Virginia. He supervised and led nationally significant investigations involving health care providers, business owners, accountants and corporate entities, applying sophisticated Medicare and Medicaid claims analysis, financial forensics, and parallel criminal-civil investigative strategies. While serving at FBI Headquarters in Washington, D.C., he provided national-level oversight of asset forfeiture and money laundering programs and worked closely with the Department of Justice, U.S. Attorney’s Offices, HHS-OIG, CMS, IRS-CI, and other regulators—experience that enables him to anticipate enforcement strategies and identify defense opportunities early in an investigation.
Justin most recently supported the U.S. Attorney’s Office for the Eastern District of Michigan (Detroit) as a Civil Health Care Fraud Investigator, assisting with False Claims Act matters involving complex billing practices, kickback allegations, and damages analysis. His work includes large-scale data and document review, Civil Investigative Demands, deposition preparation, and performing interviews, providing him with a current, practical understanding of how health care enforcement matters progress from investigation through litigation and resolution.
In addition to his health care and financial enforcement background, Justin held senior leadership roles in national security and crisis operations at FBI Headquarters and national command centers. As Unit Chief of the National Threat Operations Center in Clarksburg, West Virginia, he oversaw the FBI’s 24/7 national threat intake and mitigation operations. He also served as a Unit Chief in the FBI’s Weapons of Mass Destruction Directorate in Washington, D.C., managing sensitive domestic and international investigations and interagency intelligence efforts, and as a Supervisory Special Agent in the Strategic Information and Operations Center in Washington, D.C., supporting executive-level crisis response during mass-casualty events, national emergencies, and other high-profile incidents. This experience informs his ability to advise defense teams and clients during fast-moving matters involving government scrutiny, parallel investigations, and reputational risk.
Throughout his career, Justin has achieved nationally recognized results. He has contributed to investigations resulting in federal indictments, convictions, significant asset forfeitures, and substantial recoveries of government funds. His work on health care fraud matters earned his team Investigation of the Year honors from the National Health Care Anti-Fraud Association and an Office of Inspector General Award from the Centers for Medicare & Medicaid Services. He also received the FBI Director’s Award for Excellence in Data Analysis for his leadership during the FBI’s COVID investigation. In leadership roles across multiple jurisdictions, he implemented data-driven process improvements, strengthened interagency coordination, and enhanced investigative efficiency at both the field and headquarters levels.
