Jeffrey is a Partner and the Director of Technology and Innovation at Flannery | Georgalis. Jeffrey occupies a unique role at the Firm, combining 15 years of high-stakes litigation experience with a deep technical expertise that allows him to bridge the gap between legal strategy and technology. Jeffrey focuses his practice on complex civil and criminal litigation, internal investigations, and matters involving significant electronic evidence or technology-driven issues. He also serves as a strategic advisor to case teams and clients alike, ensuring that technology – whether AI and automation or advanced eDiscovery tools – are leveraged for efficiency, defensibility, and superior outcomes.

Jeffrey joined F|G after serving as an Assistant United States Attorney and the inaugural director of eLitigation for the U.S. Attorney’s Office for the Northern District of Ohio. In that role, he led the office’s litigation technology section, advising senior leadership on technology, discovery obligations, and risk management across criminal and civil matters. He regularly coordinated with agents and other prosecutors on the collection, review, and production of electronically stored information, and provided strategic guidance on proportionality, privilege, and data management issues.

Before returning to Ohio, Jeffrey pursued a varied trial and litigation practice nationally. In Florida, he prosecuted a high-volume criminal docket as an Assistant State Attorney before defending high-exposure and complex civil defense matters in private practice. His experience in Los Angeles at a premier national litigation firm focused on responding to significant government investigations and data-heavy class actions. It was there that Jeffrey honed his ability to leverage data and technology to craft winning litigation strategies.

Jeffrey possesses rare technical depth that includes experience in application development, system administration, and other “geeky” expertise, alongside certifications in industry-best discovery tools like Relativity and Everlaw. Jeffrey’s legal experience across criminal and civil litigation blends courtroom judgment into his operational and technological fluency.

Jeffrey earned his J.D., cum laude, from the University of Cincinnati College of Law and his B.A. from Macalester College. He is licensed to practice in Ohio, Minnesota, California, and Florida.
