David is a former Assistant State Attorney and Deputy Inspector General with extensive experience in white-collar investigations, public corruption matters, and complex financial misconduct. He most recently served as Deputy Inspector General for Audit and General Counsel for the City of Jacksonville’s Office of Inspector General, where he led audits and provided strategic legal guidance on matters arising from audits and investigations, including whistleblower protection, public records compliance, administrative and regulatory law, and referrals for civil or criminal enforcement. He also oversaw the office’s Audit Unit, which conducted oversight of local government programs, procurement practices, and complex financial transactions, requiring extensive engagement with federal, state, and local regulatory frameworks.
While with the OIG, David also served as a Specially Designated Assistant State Attorney for Florida’s Fourth Judicial Circuit, where he managed the criminal cases generated by OIG investigations . In that capacity, he handled matters involving public corruption, organized fraud schemes, government assistance fraud, and abuse of public office, bridging investigative oversight with criminal accountability to protect public resources.
David spent more than eight years as an Assistant State Attorney with the State Attorney’s Office for the Fourth Judicial Circuit, the majority of which he served in the Special Prosecution Unit handling white-collar and complex financial crimes. His practice included the prosecution of embezzlement, investment and securities fraud, contractor and insurance fraud, intellectual property theft, cyber-related offenses, public corruption, real estate fraud, and RICO matters. Over the course of his prosecutorial career, David served as first-chair counsel in more than thirty jury trials.
Complementing his legal experience, David earned a Master of Business Administration from Florida State University and is a Certified Fraud Examiner, enhancing his ability to analyze financial records, business operations, accounting practices, and sophisticated fraud schemes.
