Gavin Bell

Gavin focuses his practice on complex criminal cases, regulatory matters, and government investigations. He defends individuals and organizations in a wide variety of highly sensitive matters, involving, among other things, allegations of healthcare fraud, False Claims Act violations, Anti-Kickback Statute violations, and public corruption. Gavin also conducts internal investigations for corporations and compliance reviews for businesses in highly regulated sectors.

Immediately before joining Flannery | Georgalis, Gavin worked in a boutique civil litigation firm in Raleigh. There, his practice focused on representing whistleblowers in qui tam actions brought under the federal False Claims Act and its various state analogues. This practice allowed Gavin to assist federal and state authorities uncover complex fraud schemes on public assets. These matters spanned industries from healthcare to Department of Defense procurements. Through this practice, Gavin was able to develop strong working relationships with various United States Attorney’s Offices and State Attorneys General around the country.

During his legal education, Gavin studied under a prominent white-collar criminal defense attorney in Raleigh. He helped guide a wide array of clients through unique challenges, including representing the North Carolina wing of a political party during a federal corruption investigation, representing a witness in Special Counsel Robert Mueller’s investigation into possible coordination between a foreign government and a presidential campaign, and representing a bank president facing fraud allegations, who ultimately obtained a full acquittal after a federal jury trial.

Also during his legal education, Gavin studied under United States Magistrate Judge Robert T. Numbers, II, in the Eastern District of North Carolina. There, he gained significant insight into the full gamut of federal practice and honed his legal writing abilities.
